Sorry I'm no win-guy but first it looks like there are some serious
problems with the current installer since there are about 3-5
error-reports per day.
You have several choices:
1.) First wait for the next release. (Sebastian mentioned on devl that he
would like to fix some problems the next days)
2.) Check an older package. 3.8.1 should work
( maybe replace the freenet.jar with the new jar from 0.3.9.1)
3.) If you just would like to check it. May use the 'shell'
set CLASSPATH= ... (freenet.jar)

Okay this could get funny.
iWow at least some opportunities. Now you have a second problem
called firewall. There should be some mails about it in the archives.
If you have any right to modify the wall and change some things you have a
serious problem.
