You haven't given us much information to go on ... The following description
assumes you are running Windows Freenet version 0.3.9.1 or later
1) Is the freenet node running (i.e. does the rabbit have a red outline, or
is it flashing and has a black line through it?)
2) Run the configurator (right click on the rabbit and select Configure),
click on "FProxy" in the left-hand pane and see if "Enable FProxy" is ticked
and that the "FProxy port" is set to 8081.
