[freenet-support] NodeConfig, missing .dll error

0.3 required the dll to run nodeconfig
0.2 installs fine but freenet doesn't appear to work, I get a chord.wav on 
start and it doesn't open ports for listening.  There is also no log file 
for errors as well.
