overloadLow=100
overloadHigh=101

i know the values should be 0.0 < x < 1.0
but the load is nearly always greater than the default value for overloadLow, so i 
always get "query rejecting", despite fred is useing neary no computer 
resources (cpu and net)

and i'm always running the newest snapshot (or at least when i'm trying something with 
freenet, i fetch a new build first)
but of course you are reacting correctly when saying "update to 520" to everybody with 
a problem, because this makes freenet more homogenous and thus 
if someone finds an error, these errors can more easily be pinned down to the current 
version
