Check your firewall configuration, if any, and make sure you have full Internet connectivity in both directions. (Incoming only has to be on one port, your FNP port, which is called "listenPort" in the config file. Outgoing must be allowed on all TCP ports.) If that all seems to be OK, then stop Freenet, get seednodes.ref from someone, replace the one you already have, and restart Freenet.
