If it fixes routing, the backlog will fall when NGR figures out that the
node is slow. Besides which, the last time we tried it, the nodes still
had several kilobytes per second transfer rates on successful files (or
so I hear). That is adequate for browsing; large file downloads are
split over 30 simultaneous downloads.
