Not after reseeding, but on the stable network, definitely after restarting. A download that's been stuck for hours in FUQID will often complete within a few minutes just after restarting the node. My guess is that this is related to the failure table, and that restarting the node clears the FT and lets the requests pass, where they subsequently succeed. Back when I was doing a DBR freesite, I'd restart the node before trying to insert, it wouldn't complete otherwise. There does seem to be something about a restart, after allowing some time to get a good number of connections, that's better than a "tired" node.
