I can't claim to be an expert in freenet internals, but I'll try to explain these terms as good as I can :) The backed off nodes, are nodes that couldn't receive messages due to the rate limiter (which is, btw, causing a lot of pain currently - my node has about 100 connected nodes, of which 60 are all the time backed off). Rejected means that the node has rejected the message due to being (seriously) overloaded or perhaps due to some error condition.
