Just a thought:

When a node changes its IP address it publishes a new ARK, ja?  If we
had a "graceful shutdown" mode, the node could publish an ARK saying,
"I won't be here anymore.  Don't bother knocking."  Once it's
published, and maybe also when in-progress requests are done, the node
shuts down.

On the other side, when a node can't be reached we immediately fire
off a request for its ARK.  When the ARK comes back we'll know whether
to keep trying for the next several hours or just give up.  Save a bit
of traffic.

Just a thought...
