Yes, updating the wrapper is problematic, it's something that we haven't solved yet. Even including a newer version of the wrapper on newly installed nodes runs into problems because the wrapper jar is inside freenet-ext.jar. We will fix this eventually, it will help with stability on Windows, but we haven't yet.
