No, you told it to do an offline install. Offline install is
specifically for situations where the installer cannot fetch the jars
itself, e.g. when you do not have full internet access. You are expected
to have fetched them yourself.. Bundling the jars would make the
installer much bigger and would mean it had to be regenerated constantly.
