It's not really clear what you are asking, but i'll try to answer. Key has 2 parts, routing key and decryption key; only routing key is used for routing purposes. When your node requests the key it looks for the closest location within connections. Basically each key "wants" to be in a particular location. If the best choice is closer than the node that you are running than HTL is decremented, if it's worse it's restarted from the max (i think it's 10)...
