I offer this in case is sheds some light on your problem.  I'm not too
confident that it will, though.  I did have problems with a non-ebase
Filemaker database when trying to host via TCP/IP on a PC running Windows
95.  Filemaker automatically assumed that the PC needed to dial in to a WAN
network and started up the modem each time it (the database) was opened.  I
changed the Filemaker preferences to share the database via NetBui instead
of TCP/IP.  This solved the problems and the hosting was working fine.  I
hesitate recommending this course of action since it could wreak havoc with
Mac's on the network which would need the TCP/IP sharing.  Anyway, that was
my experience if it helps.
