I just tried it and the link works for me, downloading the files.
Here's the link for the top help page, where you find the link to the
data dictionary under the Resources column.

If you are getting a broken link from some other location, I'd send
another message to the ebase crew with a very specific location of
the bad link.
If that link doesn't work, I do have a copy I can send you.
