These value lists are stored locally in a file. When you are working 
in the names file (on the Data Entry or Activist screens) the value 
lists you see are from the names file. When you are working in the 
Actions file (on the View Actions screen) the value lists are from 
the actions file. So you have to change the lists in both places.
