You said you installed ebase with the runtime, and are now using 
FileMaker. My guess is that you are launching ebase by doubleclicking 
on ebase.103 (or an alias of that file). If you do that, ebase will 
go looking for the application it is assigned to, which is ebase (or 
ebase.exe a windows machine). You need to re-assign the ebase files 
to FileMaker. It's easy, but I don't have a Windows machine handy to 
remind myself how to do it. Maybe someone can jump in here.

Short term, launch filemaker, select the menu item File>open, 
navigate to your ebase files and select ebase.103. Log in with the 
master password, and the previous advice about getting to layout mode 
will apply.
