Thank you for you detailed answer on the LCV transfer...this will be my work
for the day. One other part though...how do I get all the mismatched data
out of ebase? (and please don't say revert to my saved copy of ebase cause
it doesn't exist.) thank you!!!!

The relationship between the names file and the file into which the
LCV data is imported (called impenh_.103) relies on the Record
Number. When you imported your data into the names file, ebase took
your unique id number and filed it in a field called Legacy ID. It
can't use your id number directly - it would work the first time, but
in subsequent imports, the possibility would exist that one of your
new records and one of the records already in ebase would have the
same number. Ebase always assigns new numbers when it imports new
records.
So, I'm sure you can see this coming.... The record numbers in your
LCV file correspond with the Legacy ID, not the Record Number. [Note,
next year when you do this, you will have given LCV a file exported
from ebase, so when you get it back, it will have the record numbers
ebase provided, and all will work as you expect. Your trouble this
year is that you provided LCV a file from before you used ebase, and
are trying to stuff it back into ebase.
There are several methods to deal with this one. If you have very few
records, you can open the LCV file in excel and manually change the
SourceID to the Record Number ebase has assigned. I mention it only
in passing - I believe re-keyboarding is a mortal sin.
You could open the LCV file with FileMaker, create a new field to
park your new Record ID in, create a relationship from this file to
names based on the Legacy ID to SourcID, and do a calculated replace
to transfer the new record number to your LCV file. This is pretty
complicated but does what you need and leaves not problems to sort
out later.
This last is simpler, but it still takes some tinkering with ebase.
You will need FileMaker, and to log in with the master password.
-from the home screen, select the menu item File>Define Relationships
-select the relationship named Enhanced Voter File and click edit
- from the Edit Relationship dialog change the selected field in the
names file from Record ID to Legacy ID.
- click Done.
- Make a VERY LARGE note in a VERY PROMINENT place to change it back
when you import next year's file, which will have ebase Record
Numbers in it, not Legacy ID.
