This may not be the issue since you said the messages were blank when they were sent out, but I'll offer this possibility anyway: We had a similar problem (people receiving blank messages) with constituents that use Groupwise as their email client. When we sent out messages in HTML format all they got was a blank email. Changing our preferences to send messages in text format solved the problem.
