Sounds like you got a DNS (domain name server) problem.  It's having trouble 
translating the name (smtp/pop/host.suffolk.lib.ny.us) into an IP address (as in 
192.168.0.1).  Is this a new account that you've just set up?  Does it send and 
receive mail OK when you're not sending from Ebase?  Are you connected to the internet 
when you try to send?

If none of those are the problem, is it possible that you have more than one copy of 
Eudora on your HD?  If so, and MAPI is turned on on more than one of them, FMP may be 
trying to pop open the copy you don't normally use, and send mail through that (which 
has incorrect account info).  Just a wild guess, that..
