You set the minimum qualifying payment and the designation (e.g., 500, Bronze) using the setup wizard, which you access through the Admin page. Note that this designation is set based only on the latest Dues payment. If you want to set the donor's category based on YTD totals, or include Contribution payments, you'll have to set up something else.
