I can't speak as a TechRocks staffer (since I no longer am one), but I can
say that all four label layouts worked perfectly for the specific printer
(HP OfficeJet 570) and setup (factory default) when they were
created. There is no such thing as "fixed labels", since the combination
of printer/setup (1) directly affects how they are printed and (2) differs
from one organization to the next.
The absolute best way to "fix" the layouts for your organization is to
invest the time and money to learn enough about Filemaker so that you can
safely modify these layouts. If you can't do that, or you don't own
Filemaker (why a group would use ebase and *not* buy at least one Filemaker
is totally beyond me), then I suggest that you export the label info using
the Output screen. You can then create a mailing label template in your
favorite word processor and just import the info.
