There is a field in the Summary_.10x file named "MEM: LAST PAYMENT DATE" that contains the Post Date of the most recent "Dues" or "Contribution" payment. Another field in the Summary_.10x file named "MEM: LAST MEMBER DUES DATE" contains the Post Date of the most recent "Dues" payment, while the field in Summary_.10x named "MEM: LAST DONATION DATE" contains the Post Date of the most recent "Contribution" payment. Assuming that what you're looking for in this query are "Dues" or "Contributions", then the field we're interested in is "MEM: LAST PAYMENT DATE". Unfortunately, that field does not appear on any of the 3 Query screens.
So, let's do something about that...
A1) From the HOME screen, get into Layout Mode.
A2) Navigate to the layout named "Query #2"
A3) Place a new field onto the layout. When the field list appears, it will default to fields from the current file (names_.10x). Change it so that the fields from the "Summary" relationship are displayed. Now, select the field named "MEM: LAST PAYMENT DATE". Give it a label that makes sense to you (eg. "Last Pymt Date").
A4) Hit Ctrl-1 to get to the HOME screen in Browse Mode.
Now, you're ready to perform your query...
B1) From the HOME screen, hit the Query tab.
B2) Hit the "#2 Donor" button.
B3) Enter "<=11/30/200 (without the quotes) into the Last Pay Date field.
B4) Hit the "Add New Request" button.
B5) Place an "N" in the Solicit field and click "Omit" under the rolodex".
B6) Hit the "Add New Request" button.
B7) Place "Died" in the Status field and click "Omit" under the rolodex".
B8) Hit the "Add New Request" button.
B9) Place "Moved" in the Status field and click "Omit" under the rolodex".
B10) Hit the "Add New Request" button.
B11) Place "Org" in the Record Type field and click "Omit" under the rolodex".
B12) Hit the "Add New Request" button.
B13) Place "Bus" in the Record Type field and click "Omit" under the rolodex".
B14) Hit the "Continue" button in the status area.
