It depends on your data entry procedures. The post date and the start date
do not have to be the same, e.g. someone could have posted a dues payment on
12/31/2000 but with a start date of 1/1/2001. So it depends on what you mean
by "made a dues payment". Are you really looking for expired members? How
does membership work in your organization? any payment during the year
covers them for that year? any payment covers them for 1 year from date of
payment? a thousand other possibilities?

One way is to do a find on the payment entry screen for dues and one of the
dates as >=1/1/2001. Then go to payment view screen and transfer to names.
This gives you the people how have paid. Then go to the Records pull down
and select Show Omitted. This gives you the complement of those you found,
i.e. those with no dues payment. This would not work for us as the names
file has many contacts that are not, never have been, not likely to be,
members. So you need some notion of which of the people in the names file
are interesting to look at.
