There are no firm numbers where you should use FMP server rather than peer to peer - somewhere between 3 and 8 might be a good guess but it really depends on how active the users are, particularly things like searches. However, there is an enormous avantage in using the server edition even for 2 users because of the much more stable behaviour and almost complete immunity to crashes that damage the data. It is likely to be cheaper long run to pay for the server version than spend the additional time backing up frequently and possibily needing an outside expert to recover from crashes.
