My suggestion is to work the thank you letters up front to fulfil this requirement and not do year-end letters.

Subject: [support] Year-End Tax Deduction Letter
Hi,
I'm trying to create letters to each of our contributors which will serve
as evidence for the US IRS if they wish to and can take a deduction for
their gifts during calendar year 2001. I can find no built-in letter, and
no quick way to generate such a letter short of getting into FileMaker.
Has anyone solved this problem (or have I just missed the answer when I
RTFMd)? I think a new layout will solve the problem, but I'd rather not
reinvent a wheel if it can be avoided. Can anyone share a solution?
