Three things to try...

First, insure that the ebase file set is set to multi-user. To 
confirm this, click the Admin tab, go to page 2, and click the button 
to "Set to Mulit-user"

Second, insure that the correct network software is installed and 
selected. In FileMaker, select the menu item 
Edit>Preferences>Application. In the Preferences dialog, select the 
General tab, and confirm that the Network Protocol setting is 
compatible with your network (TCP/IP in your case, I think). If that 
choice is not available, you need to dig out your FileMaker install 
disk and install the network software.

Third, make sure your network is OK. Test by using some other network 
function like file sharing.
