There is a relationship in the Names file for payments for last year, 2 years back, 3 years back, etc. (one of these is what let's you get the "last year $" amount on the home screen), and, of course, a record number relationship. Couldn't the "last year $" fast find field and the "account entity" field (from the record number relationship) be used to create the found set in the names file? You might have to place the "account entity" field on a layout somewhere, then do a find for >0 in "last year $" AND c3 in "account entity." I'd probably do this on the Query screen.
I haven't thought this through fully so maybe I'm missing something, but that's where I'd start. It sure would be quicker than starting from scratch.
