As I said in my reply to your original  post, value lists aren't a 
resource that can be imported. You can copy and paste to transfer 
them to your new files. If a value list is "associated" with records, 
that is, defined to pick up values from a specified fields, you don't 
need ot transfer the value list, the values will transfer when you 
import records from the source file.
