I have posted an updated ZIP_.103 for ebase at my website, www.lelievre.net/downloads. It's got a relatively complete set of about 41,000 U.S. zip codes.
The source of this data is from Mailer's+4 software (www.melissadata.com) which lets you merge and export all sorts of post office and demographic data, including congressional districts.
