I can't say I've had this problem, but email is in general troublesome. If I were starting to troubleshoot this problem, I'd start by identifying the users who report getting blank emails and see if there is some common thread among them - the same email client, the same OS, etc. Find one of them willing to help you troubleshoot. You note that the messages that arrive blank look OK in your copy of Outlook. Send one of them again (the very same message, not just a copy of the text), to the same addressee, and also to another addressee (yourself?) to see if they arrive in the same condition.
