The ZIP_.103 file from me replaces the original one in your ebase folder.
Just copy it into the folder.  It doesn't hurt to make a backup before you
do this, just in case...

I'll post some more details instructions on my website soon.  Also, I should
have an updated version with new congressional districts in the next few
weeks.
