The easiest way to review previous years' payments is through the 
calculated fiscal year summary fields. Their are fields in the names 
file for the current year (YTD$) and the previous year (LAST YEAR $). 
You'll find in the Summary file similar fields for 2 years back 
through 5 years back (MEM 2 YEARS BACK $ and others). That takes you 
back only to 1997, but you could duplicate one of the calculated 
fields, plus the key and relationship that make it work, for 6 years 
back.

With those in place, you would search for anyone with >0 in any of 
those fields (OR search - new find request for each year) then add a 
new request and OMIT anyone with >0 in the YTD$.
