Huh?  I have tracked this in ebase.  If you bring up the "Actions" screen, you can choose an action code and an issue pair, and we have used this to track hours (with the current approximate $16 hourly value) for about a year.  Although the reporting seems a little obscure to me (it does not show on the "Output" screen), it is there.  I'll have to refresh my memory on how I got the reporting out, but it IS in there.
