Your find sounds reasonable, but only accurate if you remember to add a "y" to every new member. It might be easier if you find for current & grace members AND add a "y" for Contact flag newsletter. That way you'd for sure get only current members as well as people who should get a newsletter who aren't members. I can't comment on why a Find should get different members than a Query.

It is not evident why you think this is payment data. Do numbers show up? Payments is a separate file and unless you choose it in the export process it will not show up. But... The puzzle may be around Individual vs Organization or Business records. If a record is coded in the Rec Type field as either an Org or Bus then the company name is the primary name, NOT the first and last names of a person associated with that company. Depending on what fields you export, you could get a blank for that record--however the address should still show up. Another possible reason for getting total blanks is that a record has been accidentally added to ebase and not deleted.
