That was changed a while ago to QC. I heard that from a Quebecois friend, and just verified it at the Canada Post web site.
So the v1 validation is invalid. The field State Province insists that the value entered be a member of the value list State/Province List. To edit the list, hit the Admin tab, go to screen 2, and click the button to Edit Value lists. State/Province isn't one of the lists provided with a popup, but there's a button to Open Define Value Lists which will enable you to edit any of the lists in the Names file.
