Is the problem just the order in which the report prints? The order is determined alpha-numerically and I'm not sure it can easily be changed. I named my giving levels as follows: 1. $1000+ 2. $500-$999.99 3. $250-$499.99 etc.
The number in front of the values forces the report to order them based on the number that preceeds the value. This, of course, will only work if you have 9 or fewer giving levels, because alpha numeric ordering will put 10 before 2 (it goes 1, 10, 11, 12 ..., 2, 20, 21, 22 ..., 3, 30, 31, 32, ...). Beware, too, that if you make this kind of change, all old payments entered under the old giving levels will remain the same unless you go into each old payment record and hit the Update Level button (that is, for each payment, or else write a script to do this). Beware, too, that not all old payments should necessarily be changed. That is, if you had old levels that were associated with different amounts, you'd not want to update them, because the payments may not end up in the proper giving levels that were in effect at that time.
