Value lists and layouts both "reside" in specific files; perhaps you created the list in one file and are looking for it in another? You can know what file you're in by the title bar at the top of your window.

In layout mode, on the layout you want to edit, if you select the field you want to attach the new value list to, and chose "Field Format," you can apply any one of the available value lists to the field (as check boxes, radio buttons, etc.). If the list you want is not in the little menu to choose from, it's not in the same file as your layout and you need to (re)create it there. You can get to "Define value lists" directly from that same little menu.
