Take an average of your workload of how many states per host average and then set "Maximum state entries per host" to some number a bit larger than you're average. This will prevent new connections from that host once that host reaches X states. Also the modulate state is a very good move. The only other thing that I can suggest is what Holger said, crank up the optimization to aggressive.
