It was removed. CARP load balancing doesn't work very well. Even
the OpenBSD man page has this opinion.

noticed the version used (8.something) had an option for load
balancing between the hosts participating in CARP. I am running
1.0rc1 and I do not see this option in the CARP configuration. Anyone
