There was a bug report on this in cvstrac that I replied to. But for
the benefit of the list do the following from the shell:
/etc/rc.conf_mount_rw
pw group add -n _ntp -g 123
pw user add -n _ntp -u 123 -g 123 -c 'NTP daemon' -d /var/empty -s /sbin/nologin
/etc/rc.conf_mount_ro

I upgraded last night from 1.0-SNAPSHOT-09-18-06 to 1.0-Release and most
everything is working well. I even had an unattended OpenVPN client

If someone has the instructions for creating the user manually that
would fix my problem.
I wanted you to be aware of the issue in case the upgrade routine needs
to be fixed to cover this case for other users.
