Check your states (diagnostics>states) for the ICQ connections. Maybe the linux client uses multiple sessions whereas the windows client only uses one. If some of the connections go out the one WAN and others the second WAN ICQ will somehow see you coming from 2 different IPs and might get confused. If this is the problem try to find out the IPs of the ICQ servers and create an Hostsalias for these IPs. Then add a rule above your balance rule to send traffic to these destination IPs only out WAN or OPT-WAN.
