Well, we are talking about NAT, so how do you think the internal ftp server is going to know what's the public address the clients are going to use?
Reality is that pfSense has always had (at lease since version 0.82) problems with NAT of ftp incoming traffic. I used to maintain a set of patches (for internal use), but they are now out of sync with the current release (and they were a little too 'hacky':-). I hope to find the time to rewrite them and then submit for inclusion.
Out of the box, it will not work. It should be added to a 'known issues' page.
