I had not entered the IP addresses of the providers before because I'm not sure why that would be needed if the rules say anything to alias "VoIP" goes into qVOIPDown and anything from alias "VoIP" goes into qVOIPUp. I did just add two providers' IPs to the alias and it still goes into qwanacks. Again, if I do something else like ping yahoo.com from the machine or start an FTP upload, it does go into qVOIPUp properly even without Yahoo's IP or netblock in the alias...but for some reason the upload side of a VoIP call goes into qwanacks whenever a VoIP call is in progress. How does anything get sent to qwanacks since there is no rule for it? In other words, how would it be catching just the upstream of the VoIP traffic and not any other traffic from the machine?
