you can load balance in if you set the DNS to round robin between the 2 
separate IPs. this isnt really load-balancing with the router...its normal 
Dual-WAN. you are right in thinking that load balancing is for internal users 
going out.
 
so get the dual-WAN and set up the DNS server to round robin and you will be 
good.
