Try this:
/usr/sbin/pkg_add -r
http://www.pfsense.com/packages/All/bsdinstaller-2.0.2006.0728.tbz
env FTP_PASSIVE_MODE=yes /usr/sbin/pkg_add -r
http://www.pfsense.com/packages/All/bsdinstaller-2.0.2006.0728.tbz #
just incase passive is needed
cd /home/pfsense/tools/builder_scripts/
./cvsup_current

I have built a developers system from the developers iso cd.  Everything seems to build fine.  I do 
an ISO build, and copy it to a CD, and boot on the target system (a pretty standard PIII PC box). 
From there I try to use option "99" to install on the local HD.  It goes into the blue 
curses generated install screen, and waits forever with a "Waiting for Backend" at the 
bottom.  Note that ISO's downloaded from pfSense install fine, as well as those generated from a 
pfSense development box we created last summer.  I'm completely stumped!
