Seems like I still have issues with TCP/443 being used when I reboot. racoon, check_reload_status, rc.initial, and sleep will sometimes be listening on *:443. Is this normal?

The only way to get around this is to manually stop all services that are listening on *:443, re-start OpenVPN, then re-start the services I previously killed.
