When you upgrade an existing system, you still need to ensure /etc/ localtime is updated by setting your timezone. The system upgrade will only update the /usr/share/zoneinfo zone file data.

I'm not sure how to force the pfSense GUI to update that aside from changing the zone to something else, then back. Or does pfSense not use /etc/localtime?
