That's not how it's supposed to work, nor how it used to work. Indeed it
looks like DHCP relay is broken, you should be able to enter an IP
*unless* you check the "proxy to WAN" box, not *if* you check that box
like it is. I hadn't looked at it in 1.2, my DHCP relay system runs 1.0
still.
I'll open a ticket, that's a bug.
