I think you missed something, because the only use 'other' VIPs have, is exactly to allow for additional IP addresses to be used in NAT.

Of course the packets with a destination of 'other' VIP must be able to reach your firewall: if the additional IP is on the WAN subnet, you need to add it to the pfsense's ARP table. Otherwise your upstream ruoter needs to forward (route) that IP/subnet to your pfSense.
