The diff you pointed to doesn't look complete enough to support
compression. When a policy is created, the protocols need to be
specified as both ESP|AH+IPCOMP for racoon to generate the appropriate
proposals for phase2 negotiation.
I am not familiar with the ISA Server product line but I would venture
to guess that this will not be the answer to your problem. Vendor
implementations of IPCOMP are notoriously incompatible with other
implementations. Using it tends to cause more problems than it solves.
